Participa Foundation nominated by Spain member of the International Standardization Organization (ISO)
The International Standardization Organization (ISO) is the United Nations organization for industrial development, Gloria Ostos, president of the Fundación Participa, is nominated in 2017 by Spain as a member of ISO 9001 in the Technical Committee 176 Working Group 04 specifically for ISO 18091 INTERNATIONAL STANDARD FOR QUALITY MANAGEMENT OF LOCAL GOVERNMENTS. Participa Foundation works to contribute and promote models of conscious and competent citizen participation that contribute to the construction of transparent, efficient and reliable governments. In addition to participating in the adaptation of these regulations to the 2030 Agenda, approved by the United Nations for the achievement of 17 Sustainable Development Goals; to achieve global sustainable development, the eradication of hunger in the world and the defense of human rights.
Participa Fundation member of the Advisory Council of the Latin American Federation of Cities, Municipalities and Associations of Local Governments
The Latin American Federation of Cities, Municipalities and Associations of Local Governments (FLACMA) is the international free-membership organization that represents 50 Local Government Associations, 16,360 municipalities, and cities in 33 countries of Latin America and the Caribbean and is the representation official of the Region, in the World Network of Cities and Local and Regional Governments (UCLG) promoter of the 2030 Agenda of the United Nations and the New Urban Agenda. Gloria Ostos, president of the Participa Fundation is member of the Advisory Board of FLAGMA as expert since 2019.
Participa Foundation with the general secretary of the Union of Cities and Local Governments and the general secretary of International Standardization Association
The Foundation Participa through its president Gloria Ostos held a meeting with Emilia Saiz, General Secretary of the World Network of Cities and Local and Regional Governments (UCLG) and Sergio Múgica, Secretary General of the International Standardization Association (ISO) , in which the two responsible for the only international standards on Municipal Management intervened. Dr. Carlos Gadsden, Convenor of ISO TC 176 on Quality in the Management of Local Governments, and member of the Advisory Council of the Participa Foundation and Dr. Bernard Gindroz, Convenor of ISO TC 268 on Sustainable Cities and Communities, in the framework of Smart City World Congress 2017.
Participa Foundation headquarters in Europe of the World Network for Quality in the Governments of the World Council for Quality (WCQ)
The World Network for Quality in Governments in the World Council for Quality aims to promote innovation and quality in public management and disseminate new practices in governments and institutions. The Foundation Participa in addition to being the headquarters in Europe of the World Network for Quality in the WCQ Governments since 2018, it will be able to present joint projects on innovative studies in the Management for Quality in the Government’s, transparency. Communication and Citizen Participation, as well as other activities for the promotion of its purposes.
Participa Foundation received by the Mayor of Los Cabos
Within the framework of the research project on social innovation in models of Citizen Participation being carried out by the Foundation Participates in the University of Osnabrück, in Germany.
Gloria Ostos, president of the Foundation, had an interview with the Mayor of Los Cabos, Arturo de la Rosa, the General Secretary, Luis Alberto González, and the president of the Integral Citizen Observatory of Los Cabos City Council, Margarita Díaz, to analyze the participation procedure citizen based on the international standard ISO 18091: 2014. Margarita Díaz presented the Diagnosis 2 on municipal management during 2017, carried out by the Integral Citizen Observatory of Los Cabos.
Participa Foundation with the mayor of Osnabrück
In the framework of the International Symposium: Crisis of democracy? Possibilities, risks, and challenges: a comparison between Japan (Asia) and Germany (Europe), which was held at the University of Osnabrueck, from March 15 to 18, 2018, where the topic of citizen participation in Japan and Europe were debated as an element for the development of democracy. The ParticipaFoundation together with the members of the Symposium were received by the Mayor of Osnabrück, Wolfgang Griesert.
Participa Foundation received by the mayor of Vechta
The Participa Foundation in it´s working to promote Citizen Participation in the Municipal area, through the dissemination and implementation of Citizen Observatories, foreseen in ISO 18091: 2014, together with the FIDEGOC Foundation, we presented the international standard ISO 18091 for its implementation , in February 2017, to the Mayor of Vectha, Helmut Gels, municipality located in Lower Saxony, Germany . The mayor is a member of the presidium of the Regional and the National Municipality Organization in Germany, NiedersächsicehnStädtetages (NST) and DeutschenStädtetages (DST), they study the possibility to launch this for the implementation of the 2030 Agenda and also may involve more than one German municipality from different regions. Germany’s leadership role in both the ISO and the Union of World Municipalities (UCLG) is strategic for the dissemination of a standard of good governance and citizen participation.
Participa Foundation with the Mayor of Loro Ciuffena
The Foundation Participates with the mayor of Loro Ciuffena, Moreto Botti, and the ISO 18091 convennor, Dr. Carlos Gasden, at the International Symposium: A new way for Public Administration is possible to be held in Loro Ciuffena, Tuscany, Italy on June 28, 2018. During the Symposium the process of implementing the ISO 18091: 2014 quality management model in the municipality was presented, thanks to the leadership of the mayor and his team.
Participa Foundation represents Spain in the Technical Committee Technical Committee ISO / TC 176 WG 04 in Milan
Participa Fundation, through its president Gloria Ostos participated in the debates and votes representing Spain in the Technical Committee 176 WG 04 held in Milan, on June 25 and 26, 2018. During the meeting the final document was approved for the adaptation of the indicators of the international standard ISO 18091: 2014 Quality Management System of Local Governments to the 17 Sustainable Development Goals and the 169 targets of the 2030 Agenda of the United Nations. The new international standard ISO 18091 will be published in 2019.
Participa Foundation represents Spain in the Technical Committee ISO / TC 176 WG 04 in the Azores
Participa Foundation, through its president Gloria Ostos participated in the debates and votes representing Spain in the Technical Committee 176 WG 04 in the Azores for the final approval of the Communication Plan for launching of the new international standard ISO 18091:2019. This process, led by Dr. Gadsden, president of FIDEGOC, has ended after more than 3 years of work in which more than 77 experts representing 34 countries have participated, which after 344 final comments, the document has been approved by 96% of the votes in favor of 90 countries.
Participa Foundation participates in the Habitat III Summit
Habitat III eis the United Nations Conference on Housing and Sustainable Urban Development held every 20 years, which took place in Quito, Ecuador, from 17 to 20 October, 2016, with the aim of revitalizing the global commitment to sustainable urbanization and focus on the implementation of a New Urban Agenda for 2030, where citizen participation is one of the keys to achieve the Sustainable Development Goals. Most of the presentations addressed the issue of key citizen participation in the construction of safe cities and human settlements, prosperous, sustainable, fair, equal , and insured. The summit was attended by, Gloria Ostos and Dr. Carlos Gadsden, president and member of the Advisory Board of the Participa Fundation respectively and also the latter as the president of FIDEGOC and Technical Secretary of the Latin American Federation of Cities, Municipalities and Associations (FLACMA).
Participa Foundation received by the Mayor of Quito
After the Habitat III Summit closed, Mauricio Rodas, Mayor of Quito, welcomed the Participa Foundation and the FIDEGOC Foundation. During the meeting we presented the model of the international standard ISO 18091: 2014 as a tool for Quality Management for the Municipal Government, and for the implementation of the Sustainable Development Goals of the 2030 Agenda and the Local Agenda, as well as to introduce models of Observatories Citizens that promote the participation of civil society.
Foundation Participates with the mayor of Porto Alegre
Gloria Ostos, the Participa Fundation president with the Mayor of Porto Alegre, José Fortunati, within the framework of the Smart City World Congress 2016, exchanged impressions on innovative and global models of Citizen Participation as has been the model of Participatory Budget. This began in 1988 in Porto Alegre, in Rio Grande do Sul, Brazil as a direct democracy tool that allows citizens to influence or make decisions regarding public budgets at the local level.
Participa Foundation co-organizer and observer member of Technical Committee ISO/TC 176 in Madrid
Participa Foundation was the co-organizer along with ISO, FIDEGOC Foundation and AENOR of the International meeting of the Working Group WG 176 04 of the ISO 18091: 2014 that was held in Madrid, from May 23 to 25, 2016, it also had the collaboration of the Spanish Federation of Municipalities and Provinces (FEMP) and the Madrid City Council. The objective of the working meeting was the revision of the international standard ISO 18091: 2014 which is an international management model for Municipal Governments and the Promotion of Citizen Partition in its adaptation to the Sustainable Development Goals marked in the 2030 Agenda. Gloria Ostos, president of the Participa Fundation, took part as an observer member. Representatives from Brazil, Botswana, Cyprus, Spain, Egypt, the United States, Holland, Italy, Mexico, and Portugal participated in this working meeting.
Participa Foundation observer member of the Technical Committee ISO/TC 176 in Rotterdam
Gloria Ostos, president of the Participa Foundation, was an observer member at the second meeting for the revision of ISO 18091 on Quality Management of Local Governments, held from November 29 to December 1, 2016, in Rotterdam. In this meeting the general lines were defined and the calendar was approved with the endorsement of the new international standard. The delegation was integrated with experts from countries such as the Netherlands, France, Iran, Indonesia, the United Arab Emirates, Chile, Spain, Egypt, the United States, the Netherlands, Mexico, and Argentina.
Participa Foundation received by the Secretary General of the Spanish Federation of Municipalities and Provinces (FEMP)
The general secretary of the Spanish Federation of Municipalities and Provinces (FEMP) Juan Ávila, welcomed the ISO 18091 expert delegation meeting in Madrid from May 23 to 25, 2016, and highlighted the will of the FEMP to publicize the UNE 66182, which is an adaptation of the international standard ISO 18091 realized by the Spanish municipalities, the «Guide for the comprehensive evaluation of local government and its development as an intelligent city». It offers administrations Spanish localities, an evaluation tool, so that governments can have a tool for municipal quality management and citizens can have a tool for an integral participation.
Participa Foundation presents 70 proposals to the Guide for the Evaluation of the Municipal Government in Spain
The Working Group was led by the Spanish Federation of Municipalities and Provinces (FEMP) and AENOR , with the aim of adapting the international standard ISO 18091: 2014 for the Management of the Quality of Local Governments to be realized by Spain in a GUIDE FOR THE INTEGRAL EVALUATION OF THE MUNICIPAL GOVERNMENT AND ITS DEVELOPMENT AS AN INTELLIGENT CITY. The Participa Fundation presented 70 proposals to modify the text, of which about 80% were accepted on the total of the proposals, and these contributions made by the Foundation are now part of the Spanish standard UNE 66182: 2015.
